For six decades, the Texas Parks and Wildlife Department (TPWD) has known facilities like those in the article below foster the spread of CWD.
CWD was created in a Colorado experiment station at Ft. Collins in the 1960s. Infected animals were unwittingly sent to other confinement locations from which they escaped, spreading and jump starting the disease across wide areas.
CWD is now found in 33-states and 4-Canadian provinces.

Elk in Paradise: Rancher, Ecologist, Hunter
Here is an excellent video by the Property and Environmental Research Center (PERC) a free market conservation think tank based in Bozeman.
Quoting PERC: The ancient pathways of elk are the heartbeat of the Greater Yellowstone Ecosystem—herds shifting with the seasons to sustain the wonder of this place. The rancher, ecologist, and hunter agree that the private working lands of Paradise Valley, MT provide essential habitat for the migratory species we love.
But from forage loss to the threat of brucellosis, providing this habitat brings costs to the rancher. Increasing population density and development in places like Paradise Valley also represent serious threats for the elk, ranchers, and broader ecosystem. To conserve big game migrations, we must keep the large, private lands of Paradise Valley intact.
